Suggestion: "Report Abuse" button
So often I run into games where it becomes clear that my opponent is more than likely going to lose and then they suddenly stop playing. It is uncertain if they have lost connection, or if they walked away just to be a jerk. But you are left with no other option than to sit there over multiple timeouts and play waits until you win by timeout. At which time it is clear that they walked away to be a jerk.
It would be nice to at least have a button to use to report abuse that would attach the game log.
Even if nothing ever happens with it, it would ease the annoyance and frustration.

This chain has been out there for 2 years. Why can you not add a button in game to report people who attentionally slow down the game? Is it because you don't care?

If not a report player button then at least give us a "I don't want to play against this person ever again" button. We should be able to privately blacklist anyone we don't want to play against for our own sanity. I had a guy sit there and wait out five timers while flashing the emotes at me. This is something I would like to be able to fix with the simple click of a button to never have to meet that guy in a match again.

To create a report:
https://mtgarena-support.wizards.com/hc/en-us/requests/newScreencap the game before it ends so you have their name.
Immediately after the game ends, go to cog menu, hit the 'Report a Bug' link which will generate a game log.
Login with the same account you user here and choose the reason, eg 'stalling' in this case.
Add the game log to the email.
If enough people do this they will hopefully take action. Unfortunately because it's not in-game most people don't bother, and these abusive players just hang around in the queues. -

I get this happening about 1 in 5 games. It is getting really annoying. I have even had some jerks wait until the timer is almost done and click a land for mana to reset the timer. This is simply abuse and needs to stop.

I feel your pain; I've been on the receiving end often enough. Yet I reserve the right to pull this exact sort of ploy when WoTC continually refuses to fix the borked shuffler: if I've been shorted/glutted mana from the start of the game while you've been handed a perfect draw, you're just going to have to deal with the punitive play! It's the only recourse to get ALL the players to insist on action by WotC to fix the G!D! shuffler!

This is a good idea in theory.
However at this time there is a "Button Bug" that gets stuck and prevents advancing the phase.
Some instances of this could be your opponent mashing the Resolve/Attack/Whatever button that is not responding. -

I would like to have a report button inside the game for players who are wasting time to make the opponent to quit the game or to give up. In my opinion that makes the game play and the game more less and less atractive for the other players. So i hope that you can understand my opinion and hope that you can create a report button or you can hopefully handle the problem in another way.
