Solutions to combat stalling / roping?
Does WotC actually do anything about players who stall / rope games anymore? Reading the forums, it seems like they cracked down on it once 3 years ago, but no longer take active measures against it.
I suggest adding a rope under the profile tab that gets shorter each time your account is reported for roping, and once your rope runs out, your account is banned. That way people know their are real consequences for their actions, and that WotC takes player conduct seriously.

The solution is pretty simple and every multiplayer video-game has it implemented:
Temporary Ban for the player leaving a Ranked match (finishing a match by time). So, the first time he can be banned 30 minutes, assuming connection problems or another non expected issue (in the practice, a roper cannot play a match immediately after rope) . Second time it is longer, let's say 2 hours. 3rd time earns a 1 day ban. 4th time a 3 days match and 5th time the whole week.
This count will be reset after a few days without bans. It is a simple way to make players think twice before mess with others time. I mean, I have spent all my time counters in a turn, but not the next turn and the next one... So, yeah, there is no need of Reporting, the same system can do it, like in any other game in the market. -

I would love the option to blacklist the player or flag them as problem players. This way others know how many players have reported their conduct. If we decide we don't want to play him/her/etc we can block them from playing with the exception of tournament play. If it is more like paper play they will reflect on why no one wants to play.

In MTG Arena I get the stalling/rope daily. To combat the problem I've now taken the issue right to MtG support. Capture log, Snip/Screen shot, REPORT them!! I enjoy the game & have for years. I refuse to let people that Stall/Rope prevent me from enjoying the game win/loss. If we as good players do what we can on our end, I have faith in the support team doing their job. I would LOVE to see a report button in game to report as they do it.

We need a solution for roping/stalling. I think the user profile idea is great, and it can help on the matchmaking process.
A very direct solution is limiting the amount of consecutive timeouts a user can do ie, when the user has 0 timers they should get a maximum of 2 timeouts unless they earn a timer.
