The Resolve All button usually resolves anything currently on the stack but still gives you the opportunity to respond to something new being put on the stack. This does not work with Cascade - if you press Resolve All in response to the Cascade ability, it will then immediately resolve whatever spell is found, not allowing you to respond to it. There's no way to cancel this after you've pressed Resolve All, even while the opponent is targeting with the new spell.
