Blinking the wandering emperor with yorion passes priority without giving you a chance to use it at end step, even when there is another trigger on the stack

Wandering Emperor is not passing priority after using her abilities as she should. Take a look at this example:
It's my turn
Opponent has one artifact creature on the battlefield. A Steel Seraph.
I have Invoke Despair and Go for the Throat in hand with enough open mana to cast both
I cast Invoke Despair
Opponent responds by flashing in The Wandering Emperor and creating a 2/2 Samurai creature token
Invoke Despair begins resolving without priority being passed.I do not get a chance to kill the Samurai with Go for the Throat before the opponent sacrifices it to Invoke Despair, leaving the more threatening Steel Seraph that cannot be removed with my Go for the Throat.
