Bug : Saiba Syphoner isn't exiled by Flame-Blessed Bolt
To my understanding and how MTGA works so far, when you use Flame-Blessed Bolt and a creature dies, all the triggered abilities on the card are removed.
The "if would die, shuffle it into you library instead" should hence be ignored and Saiba Syphoner should be exiled.
As this doesn't follow what is already in place in MTGA, I do believe this is a bug.
Flame-Blessed Bolt text is quite clear : If a creature "would" die, exile instead meaning the creature doesn't die first and then exiled. It is just exiled and card effect should be ignored.

Your opponent gets to decide which replacement effect to apply. Obviously they will choose to shuffle it back in.
