Priority Bug during upkeep/draw
From the Comprehensive Rules (November 18, 2022—The Brothers' War)
- Draw Step 504.1. First, the active player draws a card. This turn-based action doesn’t use the stack. 504.2. Second, the active player gets priority. (See rule 117, “Timing and Priority.”) During my last game, my turn, upkeep with no interactions, I draw and in response my oppo cast kolaghan command making me discard rhe card. But the rules says the draw step does not use the stack, so it'not possible cast an instant speed in response to the draw!

It's not the Draw step that doesn't use the stack. It's the Draw Action itself. In more detail:
1. Everything untaps (excepting "doesn't untap" things).
2. Move to Upkeep. Any "at the beginning of upkeep" triggers go on the stack.
3. Players respond to the Upkeep triggers (if any). Once the responses are done, the triggers resolve.
4. (Still in upkeep) Players get priority to respond. Continue once both pass priority w/the stack empty.
5. Move to Draw Step.
6. Active player draws a card.
7. Players get priority to respond. Continue once both pass priority w/stack empty.
8. Move to first main phase.The rule you quoted means that players don't get priority between steps 5 and 6 in the above. But they still get priority in step 7, after you draw and before you move to the main phase.
