So Golos was banned from EDH because it paid its own commander tax and ramped you. Rusko basically is a two colour Golos. But only costs 4, then 5 then 6 to cast......

Its time to use Alchemy for it was it intended for and rebalance/ban Rusko.
Please manage your formats. I don’t think the Rules Committee would have let Rusko stay in EDH proper, even if you slipped the design past them.

It's a pushed alchemy card. They will never ban it. The actual solution is to remove alchemy from brawl entirely.
