My guess: probably the previous starter deck win data is being held over somehow.
To explain:
My suspicion is that in a previous round of starter decks, I first won Starter Duel in three rounds with the WR deck. I recall it was one of just three options that had been available to me at the time (a samurai deck, a BG deck, and something blue maybe?) I had just started playing Arena shortly before the changeover, which is probably somewhat rare for the people dealing with this bug. Gradually I won all ten decks into my collection. After the changeover, I noticed that immediately, I had access to the WR deck, even though I hadn’t played with it in days (I’d been playing the UR spells matter deck a lot). I played more matches with the new UR deck but did not win access to it.

Exactly the same here. Please fix ASAP as it would be great to use these decks outside of "Starter Deck Duel"

I am having the same issue. So is my partner. Different accounts, different platforms - IOS, Android, PC - no luck.

I've won at least 3 games with each of the two-color starter decks and none of them have unlocked. the starter deck duel challenge is most definitely bugged post the new release of starter decks

I am of the same opinion.
Even if you battle many times and win, you won't get a deck. I can't get anything other than the first deck I got. I would like it to be improved soon. May all those in need be saved. Thank you very much for your support.

Half glad to hear Im not the only one not unlocking any of the new starter decks. Any one get a response yet or has it been a wall of silence?

After winning with starter deck, it doesn't appear in my new cards.

Since mid july update, none of the New starter decks are available in my collection despite many wins with each... Do someone know when the next update planned ?

Same, only see one of the new starter decks under "Decks", no other cards and decks. I believe the renewal article says the cards and decks will be directly added to collection for old players

Same for me. Won 3 matches with W/B, did not receive the deck. It seems I received a W/G deck instead?
