Portent Tracker does not register as a mana source and will proc movement to combat phase despite having a castable spell via the untap land ability. I got a game loss because of this bug as I could not cast my Ravenous Sailback to remove a Elspeth...

I just had the exact same issue on MOM Quick Draft and lost my match because of this. Used Portent Tracker to untap for Mana and every single time, the mana did not register and ended my turn.

In my first post the log file was huge and would not upload (88 MB). I recreated the issue in a bot match. I tried to respond to the Halo Forager trigger by activating Portent Tracker to have 2 mana available but was not able to activate the ability.

Encountered a similar issue when unable to activate Portent Tracker. I had cast a Halo Forager and attempted to activate Tracker in response to the trigger (before I resolved it). I was not allowed to select the Tracker but was able to select another mana ability creature. The result was that I couldn't cast the desired spell from the GY and this cost me the game.
