When Legolas, Master Archer was on the battlefield with another creature, I cast 'slip on the ring' targeting the other creature. I did not get a trigger from Legolas to take aim at an opponent's creature with Legolas' power. Am I reading the card wrong? This led to a game loss.
Also, how do I post a customer service request? I keep getting redirected to this 'message board' that doesn't have answers to my questions.

Yes, you missed something when reading the card: "whenever you target a creature YOU DON't CONTROL". Targeting a creature under your control only gives you the +1/+1 counter trigger.
