Stopped receiving new rare cards
Cannot receive new (not yet collected) rare cards in LOTR. I only receive rares that I already have one copy of. Also in The MoM set, I stopped receiving all rares. There are approximately 15 uncollected remaining, but I only get gems.
Mythics seem to be delivered normally.

It seems in my case that I'm not receive any rare cards after buing them.

Trust me on this, for the last month I have nor received a new Rare from two sets. These are not cards you have to complete experience for. They are the normal rares from Rise and LOTR.

There are a bunch of cards in MOM that you cannot get from packs. It should be 5 per rarity, so 15 missing rares is correct. You want them, you have to craft them with wildcards.
Similarly, there are some cards in LotR, that do not appear in packs, and have to crafted.
