Historic banned card showing as banned for Standard
I tried to add the card "Intruder Alarm" to a Standard deck. As far as I can tell this card is banned in Historic but there are no restrictions on the card in Standard. Still, the card does not show up when setting the filter to Standard when building a deck.
When setting the filter to Limited I can add the card to my deck. When resetting the deck type to Standard it tells me that "This card is not legal in the following formats: Historic, Traditional Historic". But it does not mention Standard.
If this card is not legal in other formats than Historic and Traditional Historic then it should say so in the dialog.
If this card is legal in Standard, then it should be possible to play this card.

There is no reason to label a card as banned in a format it is not valid in. Just like the Retro Artifacts from Brother's War and the Mystical Archives from Strixhaven, the Enchanting Tales cards are not truly legal in Standard. If there is no version of the card already existing in Standard, then you cannot use it in Standard. You can use them in the Sealed and Draft formats if you get them from your packs simply because they came from the packs.
