Replacement effect bug with Ojer Axonil
I had Ojer Axonil (noncombat scales to power, which was 4) and Solphim (noncombat is doubled) in play.
I cast Tectonic Hazard, and my opponent and their creatures only took 2 damage, instead of 4.

Well, 2 damage to the creatures is expected, since Ojer Axonil does not care about noncombat damage to anything other than an opponent, so they merely take 1 damage doubled to 2. The opponent, as the affected player, also gets to choose the order of replacement effects, so he can double first, then compare to Ojer Axonil's power, and only be dealt 4. You sure, your opponent didn't take 4?

As your opponent is the one being affected, they get to decide which order to apply the replacement effects in.
However, if what you describe happened with no other modifications, your opponent should have been dealt 4 at least, assuming they doubled the 1 damage to 2, then applied Ojer Axonil's effect.
Ojer Axonil's effect does not apply to creatures, only opponents.
