Emergency Power - Missed Addendum Trigger (If cast in main phase...)

I am using Mtg Arena on PC.
Fading hope cast to trigger 1k year storm.
After 1k year storm triggered, emergency powers cast as instant.
Emergency powers triggers additional recasting of this spell via 1k year storm.
Emergency power addendum should allow a permanent to be played, per recast.
Emergency powers recasted twice (1k storm) + Original cast = 3 castings of spell.
The program only acknowledges the second part of spell (if main phase, put permanent <7 on battlefield) on the third cast, but not on the first or second.
I believe, per the card text, it should allow a permanent to be placed (if cast during main phase, which it was here) for each recasting of the spell.
I have encountered this issue, even if game is set to "full control". It will allow me to cast instants (if mana avail), but it still skips the last step: Putting a permanent on the battle field with mana <7 before recasting the spell again.
