Yes, that happens. Since every pack you open has an about 10% chance to contain a rare or mythic wildcard, and those seem to be equal in probability, you will get a rare wildcard from roughly every 20 mythic packs you open. Should you only get mythic wildcards from mythics packs? Yes. Is is currently so? No.
