my opponent cast mystical tether on my creatures and I was not allowed to cast hindering light to counter it. It was a spell that targeted my permanent.

No, it wasn't. The Mystical Tether SPELL has no targets. It is its ETB TRIGGER that targets, and that is not a spell, so it also cannot be targeted by Hindering Light.
