Utter Insignificance and Kudo, King Among Bears
Utter Insignificance and Kudo, King Among Bears do not work as intended. In the attached screenshot, Utter Insignificance has "stripped" Kudo's ability. However, his ability continues to affect the board, making all creatures base power and toughness 2/2.

Yes. It's a bug. "All abilities" means exactly that. Also, Kudo's rule text is all one sentence; no layering is involved.

I just ran into this issue as well. This cost me a game in Premier Draft MH3.

Just lost a match due to this bug. You can see Utter Insignificance attached to Kudo, yet all creatures are still 2/2.
Please fix.

Same thing happened to me while in a premier draft event. I lost because of it nuking my eldrazi board.

Not a bug. Read rule 613.6. Kudo adds a creature type, so starts applying in layer 4. Thus applies through the ability removing in layer 6, into p/t setting in layer 7b.
613.6. If an effect should be applied in different layers and/or sublayers, the parts of the effect each
apply in their appropriate ones. If an effect starts to apply in one layer and/or sublayer, it will
continue to be applied to the same set of objects in each other applicable layer and/or sublayer, even
if the ability generating the effect is removed during this process.
