Bug
If a card says destroy creature card with 3 mana cost or less why is it destroying 4’s and 5’s. Happened twice in the same match. The grey number is also mana to my knowledge. Correct?

The mana value 3 or less is only the condition for the surveil. The targeted creature will get exiled regardless of its cost.

Sorry, but the spell says "Exile target creature". Any creature.
