Rare ICR gave 5th copy - no Wildcard
If the protection doesn't work(which I assume is a bug), could it give a wildcard of the same rarity?

You can have four copies of any card from each set it was printed in. But even if it was your 5th copy from the same set of a rare or mythic, you would have gotten only 20 gems or 40 gems respectively for that rare/mythic. Duplicate protection only applies to rares/mythics from opening packs.
