The ruleset of MTG was designed along with cards that generally had no more than one ability. The presence of two or more abilities on any card is game breaking and all such cards should therefore be banned.

That or the mana cost of cards needs to be adjusted to balance the game for those abilities such increasing mana cost by 2 for each additional ability past the first.
