Manifest Dread on Arena does not allow you to turn cards face up during Declare Blockers step. This causes flyers to not be able to block
Manifest dread states the card can be turned up at any time. However once you are in the declare blockers phase Arena does not allow you to turn up cards before assigning your blockers. This would normally not be an issue HOWEVER if you have a flying creature face down, it can't be assigned to block a flyer, and it can't be turned face up to then declare the block. Please fix this as I've been losing ranked games whilst trying to remember to resolve this before.
As per Rule 701.31b - Any time you have priority, you may turn a manifested permanent you control face up. This is a special action that doesn't use the stack (see rule 115.2b). To do this, show all players that the card representing that permanent is a creature card and what its mana cost is, pay that cost, then turn the permanent face up.

And the first time during the declare blockers step that you get priority is AFTER blockers have been declared. You want to block with the creature after turning it face up, then you have to turn it face up BEFORE the declare blockers step begins.
509. Declare Blockers Step
509.1. FIRST, the defending player declares blockers. This turn-based action doesn’t use the stack. To
declare blockers, the defending player follows the steps below, in order. If at any point during the
declaration of blockers, the defending player is unable to comply with any of the steps listed below,
the declaration is illegal; the game returns to the moment before the declaration (see rule 730,
