i also lost a game to this as this person created unlimited 3/3s..... how do we get a rebate on the draft?

I was able to activate exhaust abilities of all my creatures multiple times during my opponent's combat phase. I had no Elvish Refueler out, but even then it should not be possible to activate the same exhaust ability more than once per turn. My opponent had an Evlish Refueler on the field though. I could activate the same exhaust over and over again as long as I had enough mana available for it. (Tried with Skyserpent Seeker, Skystreak Engineer and Keen Buccaneer).

I had the exact same thing happen. My opponent was able to activate Camera Launcher 3x during one of my turns.
Everything you've described above was identical in my sealed match.
In total he activated the exhaust ability of the Camera Launcher 7 times during the game.
None of his other permanents even mentioned the exhaust mechanic.
