Elvish Refueler Bugged
Elvish Refueler not working as intended not allowed to continually exhaust it once per turn as the card allows. Lost premier game due to this and want a refund on the draft.

This bug affected me as well. My opponent was able to continue to use Elvish refuelers exhaust bug and bring back another creature from the graveyard that had card text that said it would return to the battlefield if you used exhaust. Essentially my opponent was able to continue using this creature as a chump blocker and then bring him back with exhaust every turn

Encountered a bug where having Marvin, Murderous mimic and Elvish Refueler in play disables the Elvish Refueler exhaust extra.

My opponent was also using the ability of my Elvish Refueler to draw cards and add counters to his looter each turn.

Elvish refueler lets opponents use the exhaust abilities, which also closes the owner of fueler off from their use of previously used exhaust abilities.

Same. This makes Elvish Refueler a dangerous play as the opponent can now instant speed during my turn exhaust something (such as making thopter with camera thrower). Which basically lost me the game :(

I and others have had a bug with Elvish Refueler allowing opponents to use it as well as you yourself, but I haven't been stopped from using it myself like you said.
Are you certain it was your own turn and you had not used another exhaust earlier during that turn (doesn't matter if it was on another creature)? Elvish Refueler only allows you to exhaust an already exhausted creature if it is the very first exhaust you do on your own turn.
P.S. if you're looking for a refund you should also use the "reporting a problem in my event" option.
