Founding of the Third Path & Requisition Raid doesn't interact
The first stage of Founding the Third Path does not enable Requisition Raid. I suspect the third stage probably doesn't either.

Spree costs are additional costs, that are not covered by "without paying tha mana cost" and that you still have to pay.
