Goldspan Dragon when being targeted by a spell like Kami War's Saga exile effect doesn't produce a token.

Saga SPELLS don't target. Saga PERMANENTS have chapter triggers that can target. Goldspan Dragon only triggers for spells targeting it, so there is nothing wrong here. The targeting of a spell or ability happens BEFORE it resolves, as part of the process of putting it on the stack.
