planar incision is not able to be used all the time when you should be able to cast instants. this is not a new thing. fix it!

There are quite a number of cards that disallow casting spells at certain times, including instants. Voice of Victory is one of the newer ones, a heavily played card, that people seem to simply not read, and that disallows casting spells on its controller's turn.

i have also seen this at other times for other spells, and i see a lot of other people are having this issue, there is no reason to play if such an issue is allowed to continue.
