I was just in a game where both my opponent and I had 3 timeouts. It came to my turn I cast my creature and it just sat on the stack.. while I waited for all my opponents timeouts to clear. It used to be that when you got the timeout it would move on skipping the opponents ability to play at that moment (this way if the opponent reconnected they could get back into the game even if they missed some time).

I am on Windows. I was playing in standard ranked with a Dragon deck that is full of Omen dragons and removal. Additionally my opponent was also playing off-meta with a lizard deck.
