Noctis Lucis Caelum cannot be added to existing Brawl deck (Hope Estheim) - only used as Commander for a new one.

Noctis, Prince of Lucis has a color identiy of WUB, it cannot be used in a deck, where the commander only has a color identity of WU (Hope Estheim). The opposite is possible, though, you can use Hope Estheim in a Brawl deck where Noctis is the commander.
