Foundations
I have not been receiving any rares from the Foundations booster packs. Each time I open a pack I receive gems instead, even when I don't have all the rares of the set.
1- Open a Foundations booster pack.
2- Observe that the rares are replaced by gems even when rares are missing in the collection.

A large portion of the Foundations cards cannot be opened in packs. Those cards are from spcial products in paper Magic and are part of the Standard card pool. So they have been implemented in Arena, but if you want them, you have to craft them.
