omega, heartless
When Casting Omega, Heartless Evolution, I had 2 towns in play and I could only choose one non-land permanent. this happened in two different games during one draft.
platform: Windows 11
I should have been able to choose two targets and the game would only let me choose 1 target and I had to hit submit 1. the opponent had several creatures in play that I could have chosen.

No, read the card again. You get to tap one permanent per opponent. On Arena you only have one opponent, so you get to tap one permanent. The number of stun counters and the life you gain is what counts your nonbasics.
