Quistus Trepe and Dreams of Laguna interaction
My opponent had a Dreams of Laguna in the graveyard so I cast Quistus Trepe; targeting dreams in their graveyard. They had 5 lands; 4 untapped non blue sources and a tapped blue/red town which had entered the battlefield on my oppo's previous turn. When I targeted the Dreams somehow my opponent was able to flash back the dreams in response without any blue sources available. Possibly due to Trepe's ability allowing the spell to be cast with any mana however in this case the opponent was able to take advantage of it before the trigger even resolved? I'm not sure what else would have happened.

I can confirm that Quistis Trepe allows any color of mana to be spent on the spell before the trigger resolves. Had to do it against Sparky, so I'm using my own graveyard and a stop to respond to my own trigger, but note the generic cost on Turn the Earth, and the spell being on the stack above Quistis' ability with the Resolve button highlighted despite the deck having only islands.
Steps to reproduce:
Play five Islands
Discard Turn the Earth to Chart a Course
On the next turn, set a stop in my main phase
Cast Quistis Trepe
Target Turn the Earth with the ability, but do not let it resolve
Turn the Earth is now castable with only blue mana in response to the trigger. -

You probably missed a way for them to generate the blue mana. Your Quistis Trepe trigger hadn't resolved yet, so its effects were not yet generated. If it had resolved, YOU would have had first dibs on casting the card. Not only that, the casting would have to happen DURING the triggers resolution, since that is the only time you are allowed to cast the spell via this ability.
