Fight with Fire bug
I copied a kicked Fight with Fire but wasn't allowed to assign damage as I wanted, it made me assign the 10 damage as 2, 4, and 4. I did not have the option to select only one target, when it was asking for targets the ‘submit’ button would not brighten, or indicate it was correctly targeting, until 3 targets were selected.

Because the number of targets and the distribution was chosen when the original was cast. The copy aquired those traits as well, you cannot change them, you can only choose new targets for the copy. So one new target for 2, one new target for 4, and a third new target for 4.
