Generally speaking, you're limited to 250 tokens or so on Arena.
There has to be some sort of upper limit, since too many tokens would crash the game (and you get get truly ridiculous amounts of tokens with Scute Swarm shenanigans), and 250 seems to just be the limit they set.

When attacking with Jumbo Cactaur and after resolving the attack step I played Tend the Pests to sacrifice the Jumbo Cactaur. The result was only 250 pest tokens when it should have been 9999 Pest Tokens.
