そのあとも、何度かインストールに失敗してはしているうちにインストールできたが、
今回のアップデートで win7は 環境 ではじかれるようになったのかもな。
インストーラのログの最後の方でNote: 1: 2228 2: 3: Environment 4: SELECT `Environment`,`Component_` FROM `Environment`
というようすなので。ーーーー

何度か試していたら、進行して ランチャー（インストールするプログラム）が動作を停止しました と、マイクロソフトにバグ報告の自動送信、のあと デスクトップにつくられているアプリケーションのショートカットを実行すると アプリケーションが実行し進行した。
