Bahamut not affected by global -1 counters
Bahamut is not affected by non- targeting global spells. Specifically when the Scavenger Regent spell is cast, the -1 counters are not put on Bahamut.

Scavenger Regent only gives temporarily -X/-X until end of turn, no counters involved there.
