Kotis, The Fangkeeper, makes Legendary rule Obsolete
When player an opponent uses Kotis, The Fangkeeper , as their commander, when the player deals combat damage to you, the ability on this card allows them to cast spells equal to the amount of damage they delt to you, you exile cards from the top of your library and they can cast these then can cast creatures from your graveyard. The issue I have is when they then find ways of copying those spells create copies of the creature as the cast your spells. The game doesn’t at this point recognise the legendary rule. They aren’t using anything that overwrites the legendary rule like Mirror Box or something like it. It just happens. This is the 2nd time I’ve seen this happen and it’s very annoying because there’s nothing I can do about it

Your opponent has two DIFFERENT Ishkanars, differrent names. Thus they are different legends, and the legend rule does not apply. Same character, diferent name. And the name, the FULL NAME, is what matters for the legend rule.
