Spectral Restitching
I cast "Spectral Restitching", and at the end of turn, when the creature returned, I tried to cast "Tishana's Tidebinder" to counter the trigger, but I couldn't cast.

Full Control or setting a stop at the right step/phase is required to respond to your own spells/abilities. Otherwise, Arena passes priority as a shortcut.
