Hex of Undeath should not be able to return creatures to the battlefield which were never there
Hex of Undeath can currently summon creatures put into a graveyard from milling, despite them never actually touching the battlefield. Its exact text is "Return up to six target creatures with different names from your graveyard to the battlefield." Cards that are milled should not be returnable, as they were not on the field in the first place. As an example of milling that allows this, Jidoor, Aristocratic Capital mills half the library.

While that is your opinion, "return from graveyard to battlefield" effects never cared about the cards having been on the battlefield previously or not. Heck, reanimator decks have existed for as long as graveyard recursion has existed, meaning since the very beginning of the game. And never was there any requirement for the reanimated card to have been on the battlefield previously. And there still isn't such a requirement. Just like "return to hand" doesn't care wether the object has been in your hand previously.
