Bug/ game play issue
I cast a creature, he cast a lightning bolt, then I cast a fluster storm to counter it. He had 2 mana open but there were three spells cast. Fluster storm only counted two spells instead of three.

A storm spell does not count itself. It counts spells that were cast BEFORE it. In your scenario, you get two copies (your creature spell and the Bolt being two spells cast before it), and have the original, so your opponent cannot pay the total of 3 mana demanded by the three spells, and the Bolt gets countered. They can refuse to pay altogether to keep their two mana open for other stuff. Is this not what happened?
