having played against a maze's end. The cards abilities have a period between putting a land into play and winning the game for having 10 gates. This means it is 2 separate effects. And they are 2 different effects. I had a tidebinder in my hand and I should have had the option to cast it to stop the triggered effect but the game did not even give the option and I had the required mana to play the spell.

Two different effects, but both part of the same resolving ability. No player has priroity to do anything while any object is resolving, except for the actions called for by that resolving object. You cannot interrupt it with Tishana's Tidebinder. You can only cast it in response to the whole ability before it starts resolving, and counter the whole thing, not part of it.
