Merata Neuron Hacker - Artifacts at Instant Speed without Flash
Just played a game on PC where my opponent had Merata and on my turn would always tap it to cast an artifact for free, but the artifact did not have Flash and no other effect would allow casting at Instant speed.

Doesn't have to. The ability does not state a duration for when the spell can be cast. Which means, there is only one time the player gets permission to cast it with that ability: during its resolution. A time when NO player has priority and could not even cast an instant.
