Drakuseth, Maw of Flames card issue
the text states that it deals 4 damage to any target, then 3 damage to up to two targets. If I don’t select exactly three targets he doesn’t do ANY of these damages.

One target for 4 damage, and up to two OTHER targets. Drakuseth can never target the same object/player with the 4 damage and 3 damage. Nor can the same target be chosen twice for the 3 damage portion. You can forgo part or all of the 3 damage portion, since that is "up to two"
