If it allows for mana abilities, then why can't I use the mana abilities on Book of the Exalted?

Mana abilities existed since the very beginning. And that term always meant abilities that produce mana.

Okay last time I played seriously was 94 so this was not a rule then.

Because The Book of Exalted Deeds has no mana abilities.
A mana ability is an an activated or triggered ability that PRODUCES mana, not one that costs mana.
