Cryptic Command "counter + draw" mode draws card even if spell is uncounterable
- Opponent plays a spell
- I cast Cryptic Command choosing counter + draw
- My opponent plays Veil of Summer making their spells uncounterable
Actual: My opponents spell does not get countered BUT I draw a card off Cryptic Command
Expected: Cryptic Command fizzles and I do not draw a card asCyrptic Command has no valid targets.

The effect of veil of summer is that spells cannot be countered and permanents cannot be targeted.
So if you bounce + draw, veil of summer will fizzle.
Under the current rules, it's not fizzle if you can't counter a spell, so you can draw. -

For example, if you Undermine against Abrupt Decay, the spell can't be countered but 3 life loss occurs, just like Cryptic Command's counters are ignored but it has draw, so you draw and that's it.

Oh? I was not aware there was a rules change. Could you please let me know rule change affects this?
Gather still shows this regarding Cryptic Command:
"Look at both chosen modes to determine how many targets Cryptic Command has, if any. If it has at least one target, and all its targets are illegal when it tries to resolve, then it won’t resolve and none of its effects will happen. For example, if you choose the second and fourth modes, and the permanent is an illegal target when Cryptic Command tries to resolve, you won’t draw a card."
In this case "counter target spell" became Illegal once Veil of Summer resolved therefore I would expect to not draw a card
