Rona's Vortex Does not recognize the "permanent" type on the battlefield when kicker cost can be paid.
4 available mana open at instant speed to put an arcane bombardment on bottom of opponent's library and the Rona's vortex was not able to be cast from my hand. Had black and blue mana available.
