    I would also like to confirm this happened to me today - when my 'cast out' permanent in play (which had exiled teferi)and subsequzently was destroyed by my oppenents cleansing nova , my opponents teferi returned to the battlefield with 8 loyalty counters on it. this enabled him to activate the ultimate ability immediately, wheras normally when a planeswalker in exile returns to the battlefield, it should return with the stated loyalty on the card when it first coms onto the battlefield.
