    I've not seen that. I get my event info from the weekly newsletter they link to on Mondays in the Inbox in Arena and from the Event Schedule site here: https://magic.wizards.com/en/mtgarena/events

    Nowhere is it listed as "All Access" or "Phantom." The format is Brawl but you are limited to a Commander from OTJ & YOTJ. So yes, you must own any card you plan on using.
