Same issue. Tamiyo field researcher's emblem says that you MAY cast spells for free, not that all your spells are free. It does not let you cast spells normally - relevant for things like X spells or spells where colors paid for cost matters (e.g. springmantle cleric).
Should not be difficult to fix because it should work exactly the same way as the card omniscience, they both have the same wording (unless omniscience also has the same bug?)
