Come on, please acknowledge that NOTHING on the Technical Troubleshooting page works to fix this problem! (except maybe the usa VPN - but really, who has access to that??)
For the love of god, don't give us another reply saying we should follow the tips on that page. Please say something useful, or at least admit you don't know how to fix this at the moment (and you're searching for a solution).
One idea would be to check if everyone who encounters the bug is located in [southern?] Europe... Maybe that would give you a clue to start investigating for an explanation

Lately I have observed that when I log in from my work PC there is no such problem... However, when I log in from my home PC or from my phone (with mobile data or with the home wi-fi), the problem shows up 9 out of 10 times these days... btw I connect to the router wirelessly, so I cannot try Shaytorn's suggestion. I have tried DNS flushing, as well as various other suggestions. Nothing seems to be working reliably. The problem just shows up (and/or disappears) randomly. I am starting to suspect/assume it's a combination of something about my game account, in conjunction with something about my internet service provider, in conjunction with some kind of bug in the game client and/or servers. I wonder if it shows up in some specific geographic areas only... I think most people complaining about it are Europeans, but I'm not 100% sure

The Wizards admin account is posting a reply here (see below), saying we should seek advice on the Technical Troubleshooting section... This is frustrating & insulting even!! Nothing on that section is working!! I have tried everything (short of an american vpn). Please hold yourselves accountable and recognise the bug instead of suggesting vague & general courses of action with no real effect. The bug just disappears (and then reappears) randomly with NO CORRELATION to these sort of actions whatsoever. Quite frankly, this is terribly disappointing...

It has happened to me multiple times, in random occurrences, spread through a period of (roughly) one year in the past.
It is extremely frustrating (and quite suspicious) that Wizards has not addressed (or even acknowledged) the bug after so much time.

HELLO WIZARDS, nothing on that page works for dealing with this problem, JUST AS MULTIPLE PEOPLE HAVE BEEN SAYING in exactly this thread, right between your (duplicate/redundant) comments.
Thanks for letting us know that you are not even reading what we are writing here...
This is all very disappointing & insulting.
