    I have encountered the same issue, I cannot Plainscycle my Soaring Sandwing. Other landcycling creatures work in Alchemy. It did determine the outcome of my premier draft game, as my opponent was able to tempo me because I was unable to get a 5th land that did not come into play tapped. Having the creature and the life did not matter in my case.

    Yedora, Grave Gardener turned a dying Phyrexian Censor into a face-down forest.
    The next three creatures that I had, which were non-Phyrexian entered the battlefield tapped.
    I believe that this is a bug, as it did not leave me with any blockers.
